INFORMATION REGARDING PASSPORT & CONSULAR SERVICES

Consular instructions, fees for different services and various forms are placed below for your information and convenience. Please bring the filled in documents for the required consular assistance when you visit the Embassy.
ISSUE OF PASSPORT
The Pakistani passport is valid for a period of 5 years. A new passport can be issued six months before the expiry of the existing passport. The expiry date is given in the passport below the photograph of the holder.
1. Issue of New Passport on Expiry of the Existing Passport: The following documents are required for issue of new passport on expiry of the old one.
a. Passport form.
b. One copy of old passport with Russian registration or Russian visa.
c. Original National Identity Card with three photo copies.
d. Five passport size colour photographs with light blue background on matte paper.
e. Passport fee
(i) Ordinary (after seven days) - US$32/-
(ii) Urgent (after 24 Hrs) - US$84/-
f. In case of non-availability of National Identity Card, a passport valid for only one year will be issued which will be extended to its full life on necessary verification from Pakistan at no extra charge.
2. Issue of Passport in Lieu of Loss of or Damage to Passport: The passport is an important document. It should be safeguarded at all times. If it is lost, this fact should be immediately reported to the local Police authorities and to the nearest Pakistan Embassy. The following documents are required for issue of new passport against loss/damage.
a. Passport form.
b. Two copies of passport loss/damage form.
c. Photocopy of loss/damage passport if held.
d. Police report in case of loss of passport.
e. Original National Identity Card with three photocopies.
f. Five passport size colour photographs with light blue background on matte paper.
g. Passport fee
(i) First time loss, Ordinary (after seven days) - US$62/-
(ii) First time loss, Urgent (after one day) - US $ 161/-
(iii) Second time loss, Ordinary (after seven days) - US $ 121/-
(iv) Second time loss, Urgent (after one day) - US$320/-
h. In case a person loses a passport for the third time, s(he) will be repatriated to Pakistan on a single sheet emergency passport.
i. In case of non-availability of National Identity Card, a passport valid for only one year will be issued which will be extended to its full life on necessary verification from Pakistan at no extra charge.
3. Issue of Emergency Passport. An emergency passport is issued under special conditions. The following documents are required;
a. Two copies of loss passport form
b. Police report.
c. Original National Identity Card, or any document confirming the national status.
d. US $ 8/- as fee.
4. Passport for Minor Children. Separate passport for children is not essential. However on reaching the age of 18 years a new passport is issued. In case of non-availability of NIC, Form B is necessary.
5. Attestation of Documents. Documents such as Certificates, Diplomas, Degrees, Affidavits and Power of Attorney are required to be initially attested by the Ministry of Foreign Affairs of the Russian Federation. Applicant’s valid passport with a photo copy is also to be submitted. Attestation fee for each page of certificate is US $ 1/-. For other documents it is US $ 2/-.
6. NOC for Marriage. Following documents are required for the registration;
a. NOC form (CF-III).
b. Original affidavit from parents attested by 1st Class Magistrate and Ministry of Foreign Affairs, Pakistan.
c. Four photographs of self and wife.
d. One photocopy of Pakistani passport with Russian registration or Russian visa.
e. One photocopy of internal Russian passport of wife with Russian registration.
f. US $ 20/- as fee.
7. Miscellaneous Consular Services. Miscellaneous Passport and Consular Services include change of names, registration of children, change of profession, change of date of birth, change of address etc. Applicants are required to apply in writing with necessary supporting documents and their passport. For registration of a newly born child, the following documents are required;
a. Registration form “S”and “S-I”.
b. Original Nikah Nama (with one ciopy) and child’s birth certificate.
c. Copy of passports of parents.
d. Three colour photographs of the child.
e. Registration is free.
8. Change of Nationality. Pakistan and Russia do not have a dual nationality agreement. Therefore, the Pakistani passport has to be surrendered at the time of obtaining Russian nationality. Possession of both Russian and Pakistani passports is illegal.
9. Registration of Pakistani Nationals. Pakistan Embassy Moscow invites all Pakistani nationals staying within the jurisdiction of the Russian Federation to register themselves with the Embassy. Filled in Registration Forms can be faxed or sent by E-mail or mailed by post. Registration is free.
10. Availability of Forms.
Application forms for various consular facilities can be obtained from Consular
Wing of Pakistan Embassy, Moscow or downloaded from the Web.
11. Working Hours. Applications are accepted at the visa
window between 1000-1300 hours from Monday to Thursday and 1300-1500 hours on
Friday and delivered between 1600-1730 hours daily.
13. Mode of Payment. All
payments are accepted in US dollars against a proper receipt. Fees cannot be
refunded, even if the application is withdrawn or the service refused.
14. Additional Information.
a. Please read all instructions on the application form carefully before filling it out.
b. Application forms should be filled fully, legibly and accurately. Incomplete and illegibly filled forms will be returned without service.
c. Please contact the Consular Section of the Embassy for more information and assistance.
USEFUL INFORMATION
1. Russian Exit Visas.
a. All travelers to Russia need visas, including people transiting Russia from or to countries of the former Soviet Union. Travelers arriving without a Russian visa can expect to be turned back at point of entry. More importantly, all travelers are required to show an exit visa in order to leave the country.
b. For short stays, the exit visa is issued along with the entry visa and is valid only until the date mentioned. All travelers who spend more than three days in Russia must register their visa through their hotel or sponsor. Visitors who overstay their visa's validity, even for one day, or neglect to register their visa, may be prevented from leaving. Errors in dates or other information on the visa can occur, it is therefore, advised, to have someone who reads Russian check the visa before departure.
c. Any person applying for a visa for a stay of more than three months must present a certificate showing that the individual is HIV negative. The certificate must contain the applicant’s passport data, proposed length of stay in Russia, blood test results for HIV infection, including date of the test, signature of the doctor conducting the test, medical examination results, diagnostic series, and seal of the hospital/medical organization. The certificate must be in both Russian and English and valid for three months from the date of the medical examination and blood test.
d. All Russian visas, except transit visas, are issued on the basis of an invitation from a Russian organization or individual, known as the sponsor. It is important to know who your sponsor is and how to contact him. Russian law requires that sponsors - not the foreign visa holder - apply to replace, extend or change visas. Without the support of your sponsor, replacement of a lost or stolen visa can be difficult and time consuming; extensions or changes to your visa may be impossible. The Embassy cannot act as your sponsor.
e. It is not necessary for travelers to have either entry or exit points in the Russian Federation, printed on their visas. However, all travelers must continue to list on the visa application all areas to be visited and subsequently register with authorities at each destination. If travelers in Russia experience entry and exit visa problems they and/or their sponsor must contact the nearest Russian Visa and Passport Office (OVIR) for assistance. Due to the possibility of random document checks by police, visitors should carry the original or photocopies of their passports and registered visas. Failure to provide proper documentation can result in detention and/or heavy fines.
f. The main Russian government organization responsible for visa problems is: OVIR, 42 Pokrovka, Moscow (closest metro: Katai Gorad), telephone (095) 207-30-53, 207-30-32 on Mondays, Tuesdays, Thursdays, and Fridays; closed Wednesday.
RUSSIAN CUSTOMS REGULATIONS
According to Russian customs laws and regulations, you should declare all items of value on your customs form upon arrival in Russia. If your customs form is lost or stolen, report it to Russian militia and obtain a certificate to show to customs officials when you depart the country. Foreigners without a stamped customs form may not be allowed to take any money in hard currency out of Russia at the time of departure. Those with stamped declaration forms are permitted to take out a sum equal to or less than the sum declared on entry.
Generally speaking, you should obtain a receipt for all items of value purchased in Russia. Furthermore, old artifacts such as icons, samovars, rugs, and antiques must have a certificate indicating that they have no historical value. You may be able to obtain this certificate from the store that sold the item or from the Ministry of Culture. For further information, please call Russian Customs at (095) 265-6628 or 208-2808.
PAKISTAN ORIGIN CARD
Pakistan Origin Card has been introduced for foreign nationals of Pakistani origin and their families. This substitutes the family visa earlier issued. Fee for the POC for adults is US $ 100/- and for children under 18 years it is US $ 50/-. In addition US $ 15/- are payable as service charges. There is a separate Form for the POC which can be downloaded from the web site www.pakistanidcard.com. The card will be prepared by NADRA, Pakistan. The minimum time required for the process of issue is from 6 to 8 weeks. For more information visit the web site www.pakistanidcard.com. The instructions issued by the NADRA, Pakistan are as under:

NOTE: Please carefully read these guidelines and instructions before filling in the form. National Database and Registration Authority (“NADRA”) shall not assume any responsibility for any such (i) delay in the processing of application form; (ii) delay in the delivery of the card to the applicant; (iii) non-delivery of the card to the applicant, or (iv) error or fault in the card, which is caused by not carefully following the instructions and/or guidelines contained herein.
IMPORTANT: The application forms for National Identity Card for Overseas Pakistanis (“NICOP“) and information provided by the applicants in the said forms shall be stored in Pakistan in a secured environment in both physical and/or automated shape i.e. in the shape of scanned image and/or keyed-in computerized data. The information may generally be used for purposes of planning and development and statistical analysis by NADRA and the Government of Pakistan strictly within the confines of the Constitution of Islamic Republic of Pakistan 1973 and the applicable Pakistan law without disclosing the specific personal particulars/information by which the applicant could be identified, except for the purposes of verification of the information provided in the form strictly for the purposes of determining the eligibility of the applicant under the Rules (as defined below). By filling in the form, the applicant is supposed to have consented to the aforementioned use of information provided by him/her in his/her application form.
WHO IS ELIGIBLE? |
· Pakistan Origin Card – National Identity Card for Overseas Pakistanis (NICOP) scheme has been launched by Government of Pakistan (“GOP”) under the legislative cover of National Database and Registration Authority Ordinance, 2000 (VIII of 2000).
· GOP has framed and enforced special rules for NICOP called National Database and Registration Authority (Pakistan Origin Card) Rules, 2001 (“the Rules”).
· Three types of persons can apply for NICOP, namely:
1. Pakistani Citizens holding Dual Nationality: Any person who simultaneously holds Pakistani citizenship (a valid Pakistani passport or National Identity Card holder) and citizenship/nationality of any other country.
2. People of Pakistani Origin: This further includes three types of persons:
A. Former Pakistani Citizens: Any person who does not currently hold Pakistani citizenship but has ever remained a Pakistani citizen in his/her lifetime. Following persons are however excluded from this category, namely:
(i) Any person who was deprived of Pakistan citizenship by an order passed by the Federal Government under subsection (2) or subsection (3) of section 16 of the Pakistan Citizenship Act, 1951 (II of 1951).
(ii) A person who ceased to be a Pakistani citizen upon creation of Bangladesh pursuant to subsection (1) of section 16-A of the Pakistan Citizenship Act, 1951 (II of 1951).
(iii) A Pakistani citizen who was domiciled in the territories of the hitherto Province of East Pakistan (now Bangladesh) but who, before 16th December 1971, ceased to be a Pakistani citizen and acquired the nationality or citizenship of a foreign country (excluding India and Israel) unless he or she can prove at least one of his living relatives to be presently a citizen of Pakistan.
(iv) Any person currently holding citizenship or nationality of Israel, India or Bangladesh.
B. Foreigners with links to Pakistan: The following persons are eligible to apply for NICOP in this category, namely:
(i) A person who has never been a Pakistani citizen but any of whose parents or grandparents is/was a citizen of Pakistan at any time during his/her lifetime, provided that (a) at least one of his living relatives is presently a Pakistani citizen; (b) he is not, and never was, a citizen or national of India, Israel or Bangladesh; and (c) none of his parents or grandparents has ever been a citizen or national of India, Israel or Bangladesh unless such parent after having acquired Pakistani citizenship never acquired/re-acquired citizenship or nationality of India, Israel or Bangladesh.
(ii) Any person who has never been a Pakistani citizen but who either himself, or any of whose parents or grandparents (a) was born in the territories included in the Indo-Pak sub-continent; (b) was domiciled in the territories now included in Pakistan; and (c) who acquired the citizenship or nationality of a foreign state or country before the commencement of the Pakistan Citizenship Act, 1951 (II of 1951) i.e. 13th April 1951. Such person shall have to prove that at least one of his living relatives is presently a Pakistani citizen. This category however excludes all persons who are, or have ever been, citizens or nationals of India, Israel or Bangladesh.
B. Foreigner spouses of Pakistani Citizens: A foreigner validly married to a Pakistani citizen may apply during the subsistence of their marriage or, if the Pakistani spouse died during the subsistence of the marriage, after his/her death till the time the foreigner spouse remarries.
3. Family Members of Eligible Persons: Family members of the persons eligible to apply for NICOP as mentioned above. This includes any of the spouse; real parents or real grandparents; or real or adopted children or grandchildren of the eligible persons mentioned above. However, any such family member who only holds Pakistani citizenship shall not be eligible to apply for NICOP.
· Pakistani citizens stranded in Bangladesh, i.e. those who continue to be citizens of Pakistan pursuant to the first proviso to subsection (1) of section 16-A of the Pakistan Citizenship Act, 1951 (II of 1951), may not apply for NICOP.
· Pakistani citizens who do not hold dual nationality and are only on work or residence permit in a country outside Pakistan may not apply for NICOP.
· Deposit of an application form with NADRA by an applicant does not automatically entitle him/her to the issuance of NICOP. NADRA reserves the right to reject any application form without assigning any reason.
FILLING IN THE FORM |
· Please carefully fill in all required information applicable in your case. Any casualness or mistake in filling in the form or any inaccurate information provided therein may result in delays or non-delivery of the card.
· The application form has in fact two forms/portions. One is the main application form and the other is a supplementary application form.
· In case of any of your family members (spouse, parents, grandparents, real or adopted children or grandchildren, etc.) are also applying for NICOP, the supplementary form attached to the main form may be used by them for quick and convenient processing of applications and delivery of NICOPs of your entire family.
· Multiple photocopies of the supplementary form may be made and used and sent alongwith the main application. In case it is inconvenient or impossible, family members may also separately / independently apply using the main application form.
· IMPORTANT: Family members applying together with the main applicant on the supplementary application forms shall be delivered their cards at the present address of the main applicant.
· In case no family member is applying together with the main applicant, the supplementary form may be left unfilled. No supplementary application form shall be entertained unless the same is accompanied with the main application form duly filled in by the main applicant.
· Please fill in the form in BLACK ink.
· Please clearly print or type ONLY in CAPITAL letters and avoid contact with the edges of the box. The following should prove as an example:
· A block may be left empty wherever a word ends and a new word begins in the same line or where nothing further is to be written.
· Avoid any over-writing and other mistakes while filling in the form. Please make sure that the form is filled in as neatly as possible. If there are too many mistakes in the form, fill in a new form. Exact photocopies of the form (on A4 size paper ONLY) are acceptable.
· Wherever small choice field boxes “ ? ” are provided in the form (e.g. in respect of type of application, gender, marital status, etc), the box adjacent to the appropriate answer is to be SHADED i.e. “■ “ and NOT to be ticked or checked like “ ü “.
· Any information required in English as well as in Urdu has to be filled in both languages in their respective spaces/fields/blocks.
· Names in full are to be written in the order of first, middle and then last name.
· Spaces provided for dates are to be filled in from the left in the order of, firstly, Day (DD); secondly, Month (MM); and, lastly, Year (YYYY) in four digits.
· “NIC” stands for National Identity Card issued by GOP to Pakistani citizens who are 18 years of age or above.
· Information required in respect of NIC or Pakistani passport may only be provided by persons holding Pakistani citizenship/nationality.
· Details of foreign/non-Pakistani passport held by a person are to be compulsorily provided wherever required in the form.
· Both the main and supplementary application forms have numbered items. All applicable items have to be answered/responded to. Most of the items are self-explanatory. However, item-wise description and instructions for guidance have been provided below where felt necessary:

· Fee for all applicants applying together on the same form (i.e. main application and supplementary application form) should also be deposited together.
· Preferable mode of payment is Cross Cheque in favor of National Database Registration Authority (NADRA). For other acceptable modes of payment, contact our office in the city nearest to you.
VALIDITY OF NICOP |
· Upon issuance, NICOP shall be valid for a period of five years from the date of issuance unless:
(i) the applicant is fifteen or above but less than eighteen years old at the time of depositing the application, in which case NICOP shall be valid for three years.
(ii) the applicant is thirteen or above but less than fifteen years old at the time of depositing the application, in which case NICOP shall be valid till the time he or she becomes eighteen.
· In case an applicant below eighteen years of age is willing to pay the fee payable by a person eighteen years of age or above i.e. US$100 instead of US$50, he/she may be issued NICOP with a five year validity period.
· Notwithstanding the validity period of NICOP issued to a person, the same shall automatically become invalid upon the said person losing his or her eligibility to apply for NICOP under the Rules. The cardholder shall then be obliged to surrender his or her card.
BENEFITS TO CARDHOLDERS |
· During the validity of his/her NICOP, the person to whom NICOP is issued shall be entitled to the following rights:
(i) To enter into Pakistan without a visa thereby saving time and money in getting a visa or Pakistani passport.
(ii) To stay indefinitely in Pakistan with full exemption from reporting as a foreigner to, or registering with, any law enforcing, intelligence or other similar governmental agency.
(iii) To open, operate and transact in, bank accounts or any lawful business anywhere in Pakistan.
(iv) To purchase, sell, own, deal with and dispose of movable and immovable property anywhere in Pakistan.
(v) To use the card for establishing and proving his/her identity anywhere in Pakistan in place of a National Identity Card (NIC).
· GOP shall not vary the aforementioned benefits to the disadvantage of the cardholders during the validity of their NICOPs.
LOSS OF CARD |
· IMPORTANT: NICOP is a sensitive document permitting the cardholder visa-free entry into Pakistan and indefinite stay in Pakistan with complete exemption from reporting to any law enforcing, intelligence or other similar governmental agency during such stay as a foreigner. It is, therefore, important that a NICOP does not end up in the wrong hands. To prevent any misuse or abuse of the NICOP, every holder of NICOP is required to IMMEDIATELY report the loss of his/her NICOP to NADRA or the nearest Pakistani diplomatic mission.
SENDING THE APPLICATION FORM |
Please ensure that the following items are sent alongwith the application form:
· Application form filled in neatly and as completely as possible as per the instructions given above.
· Passport size photograph with blue background should be pasted in upright position and NOT stapled or pinned on the form.
· Photocopies of documents identified in the instructions and the application form. Please note that you are compulsorily required to send copies of your non-Pakistani / foreign passport. Pakistani passport and NIC will be verified in Pakistan – the verification process will be quicker if nearest Pakistani mission / consulate attests these documents. The Ministry of Interior of GOP will verify addresses given for Pakistan particularly in case of relatives.
· Enclose/deposit the full NICOP fee + the applicable processing fee, attached to the Application Form.
· Enclose copy of one additional identification document (driving license, university student ID, etc.) bearing applicant’s photograph.
